IACV function during open throttle?

Does the IACV close when on throttle & under wot? Would there be any detriment to moving it to a different location that is not in the center of the intake?

The position of the ICV doesn't matter unless you're at a cruise or the throttle is completely closed. I'd just run it closed anytime you're off idle.
